Chapter 13: The Shadow Investor

The heavy tires of the luxury sedan crunched slowly over the white gravel driveway before coming to a smooth halt right in front of the main entrance steps where Victoria had stood just a day earlier, demanding obedience.
The rear door of the sedan opened, and the man stepped out. Up close, he radiated an aura of quiet, suffocating power—not the loud, arrogant bluster of Arthur Santillán, but the cold, calculated dominance of someone who viewed global economies and human lives like pieces on a chessboard.

He walked up the stone steps, ignoring the half-dozen tactical operators with assault rifles trained directly on his chest. He stopped at the threshold of the shattered front doors, calmly removing his sunglasses to reveal piercing, ice-blue eyes.
"Put your weapons down, gentlemen," the man said smoothly, his voice deep and cultured, carrying a faint, unidentifiable European accent. "Shooting me won't stop the financial wire transfers currently en route to empty every single account your tribunal oversees."
Vance looked toward Camila for the order, his finger resting lightly on his rifle safety.
Camila raised her hand slightly. "Stand down, Vance."
The tactical operators lowered their weapons a fraction, though their eyes remained locked on the visitor. Camila walked slowly across the foyer, stopping ten feet away from him.
"You must be the architect behind Nox Maritime," Camila said, her voice cutting through the open air like a blade. "I expected someone hiding in a bunker, not strolling through the front door in broad daylight."
The man smiled, offering a slight, mocking bow of his head. "Hiding is for criminals, Director Vance. And unlike poor Arthur, I am a legitimate investor. My name is Viktor Vance—no relation, I assure you, though I appreciate the irony of our shared surname."
Camila didn't blink. "Viktor. The unseen hand behind the illegal arms pipelines, the offshore money laundering, and the 2018 shipping cover-up."
"A bit melodramatic, wouldn't you say?" Viktor chuckled softly, stepping past her into the grand foyer and looking around at the ruined interior with casual amusement. "Arthur was a useful tool, but he grew sloppy. His ego made him sloppy. He thought he was a king when he was merely a rent-collector for much larger interests."

Viktor stopped, turning around to face her directly. His smile vanished, replaced by a gaze as cold as arctic ice. "No, Camila. I’ve come to offer you a partnership."
