Chapter 12 - The Man Who Returned From the Sea

Hayes agreed to meet only after Elena guaranteed that his testimony would be recorded by an independent federal investigator.
He appeared in a government conference room carrying a canvas bag and nineteen years of silence.
I knew his walk before I knew his face.
“You let me believe you were dead,” I said.
“Cross gave me a choice between disappearing and putting my family at risk.”
“Did he give you a reason?”
“I found unauthorized tests in Vanguard's final operation.”
Hayes explained that our unit had been used as the cover story for a separate procurement network.
When he challenged the network, Cross staged a casualty report and relocated him under restricted protection.
The supposed protection became captivity by another name.
Hayes spent years moving between controlled assignments, his communications monitored.
Recently he had discovered that Chloe's university was using equipment descended from the original system.
He contacted her because she had already noticed the anomaly.
“Why not contact me?”
“Cross threatened to reopen the operation and expose everyone on the team.”
I waited.
Hayes lowered his eyes.
“And I was ashamed.”
Chloe had met him at Pier Nine and received a partial technical archive.
She intended to report the issue through the university ethics committee.
The meeting at the aquarium was supposed to include three student administrators, not an ambush.
“Who arranged it?” Elena asked.
“Brantley.”
Hayes admitted that he had warned Chloe too late.
His own phone was monitored, and a message he sent may have alerted the people following her.
He had been trying to repair that failure ever since.
He showed the investigators a notebook containing names, dates, and copies of work orders for the acoustic system.
One entry identified the person responsible for the demonstration's remote override.
Adrian Vale.
The same man who had approached Priya.
We had a viable lead, but Hayes had one more confession.
Rebecca had not been surprised by her illness.
She had made contingency arrangements because she believed her health records were being accessed without consent.
He could not prove wrongdoing in her treatment.
He did know that Cross personally requested her final medical file.
That night, I returned to Chloe's room and found her watching the dark city through the glass.
“I found Hayes,” I told her.
She closed her eyes in relief.
Then she lifted the letter board.
HE HAS HALF THE FILE.
“Who has the other half?”
Chloe wrote a single word.
