Chapter 9 - The Authorization List

Our attorneys were careful about the cassette.
An alarming voice was not a conviction.
We needed the full recording, authenticated provenance, and records that could show what the conversation concerned.
The audio contained another forty-three seconds of argument.
My mother accused Richard of hiding freight movements behind emergency transport approvals.
He accused her of destroying the family.
Neither statement revealed whether he had ordered any crime.
But he acknowledged knowledge of a missing authorization list.
That gave us a new line of inquiry.
The list identified officials empowered to approve sensitive movements under an old special-access arrangement.
If a signature had been borrowed from that arrangement, false approvals could look authentic to anyone without access to the underlying audit trail.
I had spent my career studying exactly those weaknesses.
Now I understood why someone had put me under surveillance.
I was not merely Eleanor's daughter.
I was a person capable of finding the seam where the falsified system joined the real one.
When I requested independent confirmation of the authorization list, one of the records offices reported that its archive had been damaged by a recent sprinkler malfunction.
Vance listened to the explanation in silence.
Then he asked a precise question.
“Which shelving bay was affected?”
Only the bay we needed.
By nightfall we had a separate backup held in a federal records repository.
Someone in the local system had apparently forgotten duplicates existed.
The backup contained four approval initials.
Three matched the names Ana had written.
The fourth was C.B.
My initials.
An approval dated when I was nineteen.
At nineteen, I was a college student working nights in a library.
I had signed no military approval.
Richard appeared on a televised panel that evening and praised the importance of integrity in uniform.
I listened while he spoke about honor, sacrifice, and truth.
I remembered all the times he'd called my mother dishonest.
All the times he'd called me ungrateful.
A secure alert interrupted the broadcast.
The investigators had located a witness who handled original signatures for the contracting office.
She would speak, but only if I came in person.
Her message contained six words.
