Chapter 16 - THE LETTERS CHANGE EVERYTHING

I read the letters in chronological order because I needed the truth to have a shape.
Evelyn wrote that she had witnessed unauthorized technology trials at Blackwater Annex.
After the 2007 extraction, she tried to expose the program through an internal review.
Rourke warned that the evidence would be treated as classified and that anyone who saw it could face prosecution.
He also said someone within Holbrook Defense intended to kill the surviving witnesses.
Evelyn agreed to enter a protection program while investigators pursued the contracts.
Then the investigation was quietly dismantled.
Years later, when she attempted to return to us, a staged highway crash gave her handlers a new identity and made her disappearance permanent.
Her letters described attempts to reach me, each thwarted by threats against Chloe.
Whether every threat was credible or not, the result was the same.
A woman who loved her family had been made to believe coming home would destroy them.
The final letter differed from the others.
It was written after Chloe's eighteenth birthday and contained a sketch of a bracelet of colored thread.
I have seen her from a distance, Evelyn wrote.
She walks exactly like you, too fast when she's angry, as though the floor has offended her.
I folded that page and pressed it against my eyes.
The pain was sharp, but it was no longer aimless.
We could now identify a chain of decisions and the officials who made them.
Rebecca helped prepare a sworn statement from Marcus acknowledging his role in withholding the letters.
He insisted on signing it even though it could cost him his security clearance and pension.
"I owe her the truth," he said.
The former investigator handling Evelyn's original case, a woman named Diane Foster, agreed to speak after Rachel contacted her.
She disclosed that Rourke had not been running the operation for years.
Control transferred to a private consortium represented by Holbrook Defense's legal counsel.
The consortium had a secret beneficiary: Dean Harold Pike.
Pike used the university partnership to launder both data and research credentials.
His access explained the sudden laboratory suspension, the deleted professor account, and the false statement about Chloe's grades.
It also explained why Hayes warned us the person giving orders was someone Chloe knew.
Pike had supervised her scholarship application personally.
He had congratulated her at the aquarium fundraiser.
He knew she trusted him.
That afternoon, an anonymous folder reached Rebecca through a protected whistleblower channel.
It contained surveillance from a maintenance camera outside the lab, retained by an independent contractor despite the university outage.
The video showed Chad, Wyatt, and Brantley approaching Chloe.
It also showed a fourth person waiting at the far end of the walkway.

The fourth person was Dean Pike.
