Chapter 3 - The Man Behind the Fence

I left Nora under the protection of hospital security and a federal team Ruiz had personally approved.
I told her exactly where I was going.
She squeezed my hand once.
The address in Maryland belonged to a modest repair shop behind a chain-link fence.
Daniel Shaw stood at the workbench when I entered.
He looked older than his photographs, but he recognized me before I spoke.
"You shouldn't have come here," he said.
"Rachel left your address."
His wrench hit the concrete.
"Then things are worse than I thought."
I showed him Nathan's photograph.
Daniel closed his eyes.
"I've known for thirteen years."
Anger came so quickly I had to force my feet to stay still.
"You knew he was alive while I stood beside his grave?"
"I knew someone was using his codes. I didn't know whether it was Nathan or the men who buried him."
"You could have told me."
"He had a camera outside your daughter's kindergarten."
That silenced me.
Daniel said Rachel discovered a hidden Northbridge ledger before her accident.
She approached him because she suspected my phone had been monitored.
They planned to put the evidence before an inspector general.
Then Rachel's brakes failed on a rain-slick road.
"You told the investigators it was an accident," I said.
"They already had the report written before I arrived."
He led me to a cabinet and opened a metal box.
Inside was a photograph of Nathan standing beside a younger Graham Caldwell identification card.
There was also a missing-persons list with nineteen names.
"These people helped Task Force Vanguard," Daniel said.
"Our mission records say they were relocated."
"That's what we were told."
"Where did they go?"
"Some disappeared into Northbridge detention sites. Others were listed as dead."
I stared at the names.
I remembered the interpreters, the drivers, the women who carried messages past checkpoints.
We had believed we were getting them safely out.
Daniel took a breath.
"Nathan designed the evacuation database. He could mark anyone transferred without moving them at all."
I thought of Rachel studying those files alone.
"Why did she keep going?"
"Because she found a child's name."
He slid one final page across the counter.
It was a medical transport record dated nineteen years earlier.
Under NEXT OF KIN was Rachel Vance.
Under PATIENT was a newborn girl's name.
