Chapter 13 - THE WOMAN WHO SIGNED THE CERTIFICATES

State investigators surrounded Meridian Restorative Health within minutes.
Lena Ortiz arrived in the first vehicle.
She ran to Ethan and checked him for injuries before asking anything else.
"Where is Claire?"
"Basement level."
"Victor?"
"With her."
"Voss?"
"Also inside."
Mara handed Lena the damaged recorder.
"It captured video timing but no usable audio."
Lena swore.
"What about Brennan?"
"Locked downstairs."
Ethan described the room.
Lena gave orders to her team.
The clinic's steel shutters had sealed the windows.
The front doors were magnetically locked.
A negotiator called the building.
No one answered.
Then the clinic's fire system activated.
Not an alarm.
Suppression.
Heavy doors automatically divided the interior corridors.
Lena stared at the building plans on a tablet.
"They are compartmentalizing the floors."
Mara understood.
"To slow entry."
"And destroy records."
Smoke began rising from a roof vent.
Inside, Claire crouched beside Brennan's door while Dana Mercer searched a cabinet for an access card.
Victor had disappeared toward the records wing.
Voss was trying to shut down a server rack before the fire reached it.
Rebecca had escaped her guard and joined Claire.
"We need to get Brennan out."
Dana found the card.
Her hand shook so badly she dropped it.
Claire picked it up.
"Why are you helping now?"
Dana looked at her.
"Because Victor is going to burn us with the building."
Claire stared at her.
"That is not remorse."
Dana flinched.
"No."
"It is fear."
"Yes."
Claire slid the access card through the reader.
The light turned red.
"Wrong clearance."
Rebecca looked down the corridor.
Smoke was beginning to gather near the ceiling.
"Try Voss's office."
They ran.
Voss stood beside a computer, copying files onto a portable drive.
Claire grabbed his arm.
"Brennan's door."
Voss looked at her.
"What?"
"Open it."
"I am saving patient records."
Claire pulled the drive from his hand.
"Open the door or this goes into the fire."
Voss stared at her.
Then he handed over his access badge.
"Level four clearance."
Claire ran back.
The door opened.
Brennan was on the floor with his hands tied behind him.
He had a deep cut near his eyebrow but was conscious.
"Took you long enough."
Claire almost laughed.
Rebecca cut the restraints with surgical scissors.
"Can you walk?"
"I can arrest people."
"Walking first."
They moved toward the service corridor.
A steel fire door slammed down in front of them.
Brennan checked another route.
Also sealed.
They were trapped in a central section with Voss and Dana.
Claire looked at Voss.
"How do we get out?"
"There is a sublevel tunnel."
Brennan stared at him.
"A tunnel?"
"Medical waste transport."
"Where?"
Voss pointed toward an elevator.
"Basement two."
The elevator was disabled.
They took the stairs.
Smoke followed them downward.
At the bottom, the corridor opened into a cold concrete passage.
Metal doors lined one wall.
Ethan's description of Meridian as a wellness clinic became absurd.
This part looked like a morgue.
Claire stopped.
"What is this?"
Voss did not answer.
She opened the nearest door.
Inside was a refrigerated room with three empty gurneys.
On the far wall hung shelves of labeled personal belongings.
Watches.
Wallets.
Wedding rings.
Phones.
Mara's investigation had found six questionable deaths.
There were far more than six sets of belongings.
Brennan looked at Voss.
"How many?"
Voss whispered.
"I do not know."
Brennan shoved him against the wall.
"How many people came through here?"
"I did not run the transport side."
"You signed the certificates."
Voss closed his eyes.
"Some."
Claire opened another door.
The room contained filing cabinets.
One drawer was labeled CONTINUITY.
Rebecca inhaled sharply.
"That is the folder name."
They opened it.
Paper files matched the digital records Rebecca had seen.
Six deceased clients.
Claire.
Ethan.
And more.
Brennan pulled a file.
Inside was a photograph of a woman named Helen Ward.
A red stamp crossed the page.
TRANSFER COMPLETE.
Claire looked at Voss.
"Transfer where?"
Voss shook his head.
"I do not know."
"You keep saying that."
"Because Victor kept departments separate."
Rebecca found a ledger.
Names ran down one column.
Dates in another.
Locations in a third.
Some locations were crematories.
Others were private care facilities.
Several were foreign addresses.
Claire felt sick.
"Some of them may still be alive."
Brennan looked at the ledger.
"If the death certificates were fake, yes."
Voss suddenly sat down on a gurney.
"I thought they were being relocated."
Claire turned on him.
"You thought?"
"Victor said the clients were cooperating."
"While unconscious?"
"Not all of them were unconscious."
Brennan stared at him.
"Explain."
Voss rubbed both hands over his face.
"Some wealthy clients wanted to disappear."
"Debts, divorces, criminal investigations."
"Victor learned how to create legally convincing deaths for people who paid him."
Mara's pattern suddenly made sense in a darker way.
The system may not have begun as murder.
It began as a service for rich people who wanted to become dead on paper.
Then Victor discovered the same machinery could be used on people who did not consent.
Claire whispered.
"My mother found out."
Voss nodded.
"Thomas Bell found the accounts first."
"Evelyn started asking questions."
Claire's voice turned cold.
"And both of them died."
Voss looked at the floor.
"Thomas was not supposed to die."
Brennan stepped closer.
"What does that mean?"
"He was supposed to disappear."
"But he fought Ross during transport."
"He had a cardiac event."
Claire stared.
The cause listed on his death certificate had been technically true.
The circumstances had been hidden.
"And my mother?"
Voss would not look at her.
"Your mother's death was different."
Claire moved in front of him.
"How?"
"She was sick."
"I know."
Evelyn had died from aggressive pancreatic cancer.
There had been doctors, hospice nurses, family, months of decline.
Her death had never seemed suspicious.
Voss continued.
"Victor did not cause her illness."
Claire exhaled.
Then Voss said the sentence that changed everything.
"But he changed her medication."
Claire stopped breathing.
"What?"
"Near the end."
"She was becoming more alert after a dosage adjustment."
"She wanted to meet state investigators."
Voss's voice shook.
"Victor told me to increase the sedatives."
Claire's face emptied.
"Did you?"
Voss began crying.
"Yes."
Claire slapped him.
The sound cracked through the concrete corridor.
No one stopped her.
Voss lowered his head.
"I told myself she was dying anyway."
Claire hit the filing cabinet with both palms.
"She was my mother."
Her voice broke.
"You stole whatever time she had left because she was going to expose you."
Voss said nothing.
Brennan took the portable drive from Claire.
"You are going to testify to every word."
Voss nodded.
"If we get out."
Smoke had reached the sublevel stairwell.
The tunnel door was at the end of the corridor.
They opened it.
Cold air rushed in.
The tunnel led beneath the property to a utility building outside the main security fence.
They began moving.
Halfway through, Claire heard footsteps behind them.
Victor appeared at the tunnel entrance.
He held a folder in one hand and a lighter in the other.
"Adrian."
Voss stopped.
Victor smiled.
"You always were the weak link."
He dropped the folder into a metal waste bin and lit it.
Then he pulled a handgun from beneath his coat.
Brennan pushed Claire behind a concrete support.
Rebecca ducked with Dana.
Victor pointed the gun at Voss.
"Come back."
Voss looked at Claire.
Then at Victor.
For years, fear had kept him obedient.
This time he stepped toward Claire.
"No."
Victor fired.
The shot echoed through the tunnel.
Voss fell.
Claire screamed his name.
Brennan pulled her back as Victor moved closer.
Then sirens sounded directly above them.
The state team had reached the utility building.
Victor hesitated.
That half second saved them.
Brennan rushed Voss and dragged him behind the support.
Claire pressed both hands to the doctor's shoulder wound.
Victor retreated into the smoke.
Lena's team entered from the far end.
They evacuated Claire, Rebecca, Dana, Brennan, and Voss.
Outside, Ethan ran toward his mother.
Claire dropped to her knees and held him.
For several seconds, neither could speak.
Then Ethan heard Lena shouting orders.
"Sloane is not accounted for."
The clinic burned behind them.
A helicopter circled overhead.
Investigators entered the tunnel wearing respirators.
Twenty minutes later, one returned carrying a burned folder.
Most of the pages were destroyed.
One photograph remained partly intact.
Claire looked at it.
The photograph showed Evelyn Parker in a hospital bed.
A woman stood beside her.
Not Richard.
Not Victor.
Not Voss.
Rebecca Lane.
Outside Meridian, Mara watched firefighters pull hard drives from a smoke-filled records room.
Some were melted.
Some were intact.
Lena ordered every device photographed before transport.
"Chain of custody," she said.
Mara nodded.
Victor had survived for years by turning obvious wrongdoing into arguments about procedure.
This time, procedure had to work for the victims.
Ethan sat beneath an emergency blanket and watched adults label bags, record serial numbers, and sign forms.
For once, paperwork did not feel like the enemy.
It felt like a way to prevent someone from rewriting what happened.
Claire emerged from the ambulance and saw him watching.
She sat beside him without speaking.
They listened as investigators turned the burned clinic into evidence one object at a time.
