Chapter 1: The Soldier's First Order

The courtyard remained frozen in silence.
The only sound was the quiet sobbing of seventy-three-year-old Evelyn Carter as she clung to her daughter's military uniform.
Captain Claire Carter gently wrapped a blanket around her mother's shaking shoulders before standing.
Her blue eyes swept across the courtyard.
The rusted dog cage.
The empty water bowl.
The chain bolted to the stone floor.
Every detail burned itself into her memory.
Then she looked at her sister-in-law.
Victoria Sinclair.
Still dressed in a crimson designer gown, Victoria forced a nervous smile.
"Claire... this isn't what it looks like."
Claire didn't answer.
She slowly pulled a military-issued phone from her pocket and dialed one number.
"Military Police Liaison Office."
"This is Captain Claire Carter."
"I need county law enforcement, Adult Protective Services, and forensic investigators dispatched to the Carter Estate immediately."
Victoria's smile disappeared.
"You can't do that!"
Claire finally looked at her.
"I already did."
Within minutes, flashing patrol lights appeared beyond the estate gates.
Luxury guests arriving for that evening's charity gala watched in disbelief as sheriff's deputies, investigators, and medical personnel entered the mansion grounds.
Victoria rushed toward Claire.
"She's confused! She's old! She doesn't know what she's saying!"
Claire stepped between Victoria and her mother.
"You don't get within ten feet of her again."
A deputy quietly escorted Victoria backward.

For the first time in years...
Someone had told her no.
