Supreme Court Drops Trump Verdict — Huge Reactions Nationwide

The U.S. Supreme Court has handed President Donald Trump a significant legal victory, allowing the federal government to freeze more than $4 billion in foreign aid payments.

The funds had been targeted for cancellation through a rarely used strategy known as a “pocket rescission.”

In a 6–3 decision, the Court approved the administration’s emergency appeal, effectively blocking a lower court ruling that had ordered the funds to be released despite already being allocated.

Officials from the White House Office of Management and Budget welcomed the decision, describing it as a major win that reinforces the president’s authority to carry out policy decisions without interference from external groups.

Court Backs Executive Power—But Leaves Key Questions Open

The majority of justices concluded that limiting the executive branch’s ability to manage foreign affairs could cause greater harm than the risks faced by the organizations challenging the funding freeze.

Those groups include several nonprofit and advocacy organizations that rely on international aid programs.

However, the ruling stops short of resolving a larger constitutional issue: whether a president has the authority to withhold funds that have already been approved by Congress.

What Is a “Pocket Rescission”?

The move at the center of the case involves Trump notifying House Speaker Mike Johnson of his intent to cancel more than $4 billion in foreign aid. The proposed cuts included:

  • $3.2 billion for USAID programs

  • $322 million from the USAID–State Department Democracy Fund

  • $521 million for State Department contributions to international organizations
